4. Kim Jong-Il – North Korea
Kim Jong-il was the supreme leader of the Democratic People’s Republic of Korea, commonly referred to as North Korea, from 1994 to 2011. By the early 1980s Kim had become the heir apparent for the leadership of the country and assumed important posts in the party and army organs. Kim Jong-Il had nearly a quarter million people arrested during his rule and is directly responsible for the starvation and deaths of million of North Koreans. Hundreds of thousands of citizens, including children, are imprisoned in labor camps for such “crimes” as hoarding food and “ anti-socialist” activities.
